| WESTERN CRAWFORD COUNTY, WCO Joe Russell The cold weather is a great time for tying flys. Pymatuning/ Conneaut Lake: Still not much fishing pressure this week but we have had some pretty severe storms at times with heavy rains and extremely high winds. We even had the first snow of the year this last week so it has not been that conducive to fishing. Now would be a good time to get that boat ready for next year and make sure everything is in shape for the upcoming season. If you store your boat outside also don’t forget to pull your fire extinguisher inside since changes in temperatures over the winter can drastically shorten its life. My Final Report: |

Don’t forget to Pack for that fishing or hunting trip in advance, if you are planning on coming out to enjoy our vastly popular recreational areas. Make a list of items that you will be using then double check while packing the car. My father who is extremely hooked on our steelhead streams was so excited to get back out here again with my uncle and my cousin that all the flies he had tied the week before were left in his basement in his haste to get going. Not to worry though I had a vice and he was busy tying the night he got here so he had flies to use the next day. By the way we had another several days of outstanding fishing with the steelhead cooperating while they were here. |

| A buddy of mine caught a striper out of pymatuning last May. It looked just like the one in the picture below, with a real deep belly. It was 26" long and caught on a 6" homemade musky lure trolling across a saddle between a mainland point and an island in 2-3 ft. of water. |

If it is cold and you have multiple layers of clothes on, when they get wet they will weigh you down that much more. Instead of having a life jacket in the boat throw it on for an added layer of warmth. Remember, “LIFE JACKETS ARE LIKE SEATBELTS THEY DON’T WORK IF YOU DON’T WEAR THEM”! | WESTERN CRAWFORD COUNTY, WCO Joe Russell Pymatuning Lake: Conneaut Lake: BOATERS WOULD BE WISE TO PREPARE FOR POSSIBLE VISIT FROM ISABEL With the latest computer projections showing that portions of Pennsylvania may get an unwanted visitor in the form of Hurricane Isabel, the Pennsylvania Fish and Boat Commission is suggesting that boat owners make some common sense preparations. Now is the time to take action to prepare for this storm.The Commission is reminding the public about the dangers of high, fast moving water. Even a moderate current can exert several tons of force. Floodwater is often cold and chocked with debris, adding to the potential danger. Boaters should avoid recreational boating in flooded areas. If you must be on a boat in flood conditions, wear a life jacket. Many boats are docked at marinas on waters that may be affected by Isabel. Boaters are reminded to contact their marina operators and take recommended precautions in order to safeguard their boats. Other small watercraft may be beached or loosely fastened along stream banks and lake shores. Owners of boats kept in low-lying areas should move them to less flood-prone areas. Although it is recommended that canoes, kayaks, and rowboats moored in such locations be moved to higher ground, at a minimum, owners of such boats should ensure that they are firmly secured so they will not be washed away if water levels rise. Heavy rains are expected to accompany Hurricane Isabel on her journey inland, raising the potential for flooding. Unsecured boats pose two problems in a flood. First, they can be swept along with other debris, potentially increasing flood damage along the way. Second, if they are lost but recovered by another individual, the original owners may face difficulties reclaiming their craft. Small, unpowered boats are not required to be titled in Pennsylvania, and only a fraction are registered. With little in the way of a "paper trail," positive proof of ownership can be difficult or impossible to establish on found boats. As a result, each year the PFBC takes into possession numerous small boats for which legal ownership cannot be determined. These boats are later sold at auction. In other cases, individuals finding lost or abandoned boats may have ownership claims. A little preparation now can save headaches later. |

| WESTERN CRAWFORD COUNTY, WCO Joe Russell: Pymatuning Lake: Conneaut Lake: Boating Under the Influence: Waterways Conservation Officers and their deputies did an outstanding job this year detecting, apprehending and prosecuting Boating-Under-the-Influence cases. Seventy BUI arrests were made - a considerable increase over the past few years. Areas from which the most BUI arrests came were Lake Raystown, various pools of the Susquehanna River, the Three Rivers, Youghiogheny Reservoir, Presque Isle Bay, Conneaut Lake, Kinzua Lake, Lake Wallenpaupack, Beltsville Lake and the Delaware River. Defendants’ blood alcohol concentrations ranged from a low of .085 to a high of .255. One case involved controlled substances. The first BUI arrest of the year was made on March 7 on the Swatara Creek in Dauphin County.The Bureau of Law Enforcement purchased 36 pre-arrest breath testing devices and 12 hand-held video cameras to enhance the officers’ ability to enforce BUI and other Fish and Boat Code laws. These purchases were made possible by a $20,000 grant obtained via PennDOT as the result of our Bureau’s Joint BUI/DUI Task Force pilot project on and along the Lower Susquehanna River in 2000. Mothers Against Drunk Driving also donated two pre-arrest breath testing devices, and the PA DUI Association donated three of these devices. One Waterways Conservation Officer secured a pre-arrest breath testing device from his county’s DUI Task Force, and another officer secured one from an insurance company. While only a few years ago very few Waterways Conservation Officers had access to this very important enforcement tool, more than two-thirds of them now are so equipped. At their annual conference this year, the PA DUI Association again honored one of our Waterways Conservation Officers, Thomas J. Burrell, for his outstanding efforts toward safer boating by not only proactively enforcing BUI as a WCO but also for his efforts in instructing and assisting officers in the Southcentral Region after he was promoted to Assistant Regional Supervisor mid-year. In addition to attending the DUI Association’s annual conference and being awarded a ‘Top Gun’ plaque for his efforts, ARS Burrell also was awarded a pre-arrest breath testing device. Boating-Under-the-Influence enforcement is one of the most important responsibilities of our officers because impaired boat operators are a serious public safety concern. Also, case law and other legal aspects of these cases are ever changing. Accordingly, the Bureau of Law Enforcement continues to provide its officers with the best training available. This year’s contributors to such training were a District Justice, Defense Attorney, Chief Assistant District Attorney, US Assistant District Attorney and a Chief of Police instructor from the Traffic Institute for Police Services. As a result, our officers are continually improving their efforts toward detecting, apprehending and prosecuting BUI cases, which enhances their professionalism with both the public and the law enforcement community. Unfortunately this continues to be a major concern and problem state wide and boaters are reminded that the penalties are quite steep for this offense. Up to $7500.00 and or 2 years in Jail, plus any additional charges that you may incur. It is not worth the risk and care should be used. If you are going to drink and Boat have a DESIGNATED DRIVER just as you would on the road, the life you save may be your own! CENTRAL |

| WESTERN CRAWFORD COUNTY, WCO Joe Russell Fishing has been pretty much non existent in western Crawford County this week do to the extremely violent storms and high waters. All of the streams and rivers and most of the lakes are at flood stage right now, with Pymatuning being over a foot above normal pool. That may not seem like a lot but when you take that one square foot of water and multiply it by the total acreage of the lake (17,000) you have an awful lot of water that we have gotten in a very short time. One area of concern that has been frequently happening is motorist traveling the flooded roadways and not being able to see where they are going. Multiple people have had to be rescued because the force of the water has been so great. Boaters should also be wary of high water and be extra cautious, the following is a press release from Harrisburg. FLOODED WATERWAYS ARE HAZARDOUS - BOATERS URGED TO USE CAUTION A series of storms July 21 dumped heavy rains across much of the state, swelling streams and causing localized flooding. Heavy winds - reportedly in excess of 80 mph in some areas and possibly tornadic - accompanied the rain, felling trees and scattering debris.Northwestern Pennsylvania was hardest hit with the National Weather Service issuing a flood watch for the region. The Pennsylvania Emergency Management Agency has declared a state of emergency for parts of Crawford, Venango and Mercer counties. In McKean County, the Kinzua Viaduct, a historic railroad bridge over Kinzua Creek near the Allegheny National Forest, toppled in storm.Conneaut Lake in Crawford County is over the banks. The Allegheny River in Warren County, downstream past the Forest County Line and French Creek, in Venango County are among the larger waterways currently experiencing flooding. The PFBC is beginning to receive reports of drifting boats in various waterways, apparently torn loose from their moorings by the force of the storms.All of this can spell trouble for boaters. High, fast moving water is a challenge for even the most experienced operators. Inexperienced boaters or those using small, unstable craft like jon-boats, canoes or kayaks need to be especially mindful of basic boating safety considerations given high-water conditions. Even a moderate current can exert a force of several tons, pinning watercraft it against rocks, downed tree or storm-related debris. Boaters venturing out in strong current must stay within their abilities and skill levels, especially in unpowered boats. Capsizing and falls overboard may seem like relatively simple mishaps, but in fact, they are the most common type of fatal boating accidents on Pennsylvania waters. The risks and dangers of capsizing are further increased in flooding conditions. The PFBC strongly urges all boaters to wear a properly fitting lifejacket when on board a boat, even in good conditions. The importance of wearing a lifejacket is much greater in high water situations. In Pennsylvania, all children 12 years of age or younger are required to wear a life jacket when underway on a boat that is 20 feet in length or less and all canoes and kayaks.Hopefully by next week the water will have gone down and we can report on fish being caught here but for now you will have to settle for local pictures of the flooding. |

| The walleye fishing is slowing down due to the rising water temperatures. Some are being caught very early in the AM and at dusk til around 11pm when they seem to turn off. However the stripers are really coming alive !!!. Creek chubs on a floating jig head are the ticket. At times you will have to fish thru the catfish some as large as the 23lber caught on tuesday pm. (07/15/03). Strangely, there doesnt seems to be anywhere near the number of baitfish in the pool as ther should be. That doesnt bode well for the fisherman in that the fish will follow the bait. I will keep you posted on the fishing there. |

| My daughter Renee caught her first big mouth bass using a Lindsey rig and a nightcrawler on the north end near linesville.She hauled it in on her shakespeare scooby doo rod and fought it for a good 15 minutes.15 inches and 2 lb 8 oz.! CONGRATS |

| WESTERN CRAWFORD COUNTY, WCO Joe Russell Pymatuning Lake Conneaut Lake Crawford County Youth Field Days took place this weekend with a good time being had by all. The weather and the fish cooperated and kids caught fish ranging in size from a 19” catfish to a 4” bluegill. The size of the fish didn’t seem to matter though because I think every kid caught at least one fish and most caught several. I would like to personally thank Al from BA’s Bait & Bassin Shop in Meadville for donating all the bait for the kids to use and for his two employee’s Dale Vukmir and Myrle Knickerbocker for their time. If anyone has ever taken a kid fishing that has never been you know how busy you can be baiting and untangling and taking fish off of hooks, Now multiply that by 180 kids and you know what they went through to help out that day. Their assistance was invaluable and greatly appreciated and I can’t thank them enough. All had a good time and I think we may have some kids hooked on fishing because of it. |

| We fished above the bridge on the west shore in about 15-25 feet of water. The water muddy and the current was swift. We drifted close to shore with leaches and just enough weight to hold the bottom. All the anglers we spoke with weren't catching fish but we managed a very good day. The four of use caught and realeased about ten channel cats all over 21" w/ one 28" (8.5lbs), one 23.5" walleye and two beauty rock bass. The swift current made for a good fight. The beatiful weather and the bald eagle flying over out heads made for a perfect day! |

I didn’t submit one because my Mom and Dad, John and Dixie Russell came for a visit. Their visit allowed me to do something I hadn’t been able to do in quite a while and that was go fishing and enjoy our resources from this area. My Mom, who had never had a fishing license bought her first one and accompanied my father and I quite a few times. She was able to land a whopping 6” bass from the lower impoundment below Crystal Lake and you would have thought it was a 20-pound Steelhead. There was definitely a pride shown after landing the sub-legal fish but it was dampened somewhat when my 6 year old daughter exclaimed, “Nana that’s not much bigger than those bait fish”. The areas we fished and the species that cooperated were the following Pymatuning Lake Crystal Lake Upper, Middle and Lower Impoundments North Pier at Presque Isle |

| spent Thursday thru Saturday on lake and caught 10 Walleye 16.6 inches to 19.5 inches. Also caught many sublegal smallies, a handfull of crappie and a bunch of white bass 12 to 16 inches. All fish were caught from shore either in the morning or evening/night. The boat was useless for us. Can't wait to get back |

| Good day out today but no limit was reached. All the fish we caught were of good size and on the north end of the lake between the islands. Most were caught on green hot&tots in about 12 feet of water.we tried fishin the south end but the waves over took us plus we had not a single hit. |

| Pymatuning Lake: If you are having trouble catching Walleye this spring do not be alarmed you are not alone. From the fishermen that I have been talking to the catch this spring is way off. Even guys that normaly limit out wading are having trouble catching any. The other bad thing seems to be that very few if any sub-legal fish are being caught. That may seem good right now because the fish they are catching are bigger but if no smaller fish are caught then what will be caught next year. I was notified that over 10 million fry were stocked the middle of last month however it will take about 3 to 4 years before they are a legal size. Muskies are still being caught and they seem to be really large as well. Most of the muskies caught seem to be from anglers not trying to catch them and not being prepared with the right gear. If you do not have a steel leader on the chances of you getting it in are very slim. The Causeway is also open now to traffic and the construction has been completed until this fall when PennDot will work on our side but will only restrict it down to 1 lane while they are working. Conneaut Lake Not much activity here this last week but more and more boats are hitting the water getting ready for the upcoming holiday weekend. A new patrol boat was brought up from Harrisburg this last friday and will replace the older one that caught fire last year. There will be a fireworks display on Saturday the 24th at 10 pm being launched from Conneaut Lake park. This is usually a pretty good show so plan on bringing the family out. |

| decided to go hit the Mercer county streams Friday 25 April. started on Coolsprings creek above the project waters and was rewareded very well with 60 fish to bank. hot flys were #12 olive wooly buggers no hackle , #12 montana stones(variation),hair's ear nymphs. Did hit 2 real nice sized fish a 15 in brown and a 14 1/2 in rainbow. left coolsprings to try Neshanock creek for about and hour and hit 10 more trout. all fish both streams averaged 9 to 12 in with only a few real small fish. All fish were released to fight anoughter day.Tons of trout still in the streams and very little pressure so get out ther and have some fun. |

| WESTERN CRAWFORD COUNTY / WCO Joe Russell Pymatuning Lake: This course is now required by law for anyone under 21 to operate a motorboat in excess of 25 horsepower. The course will be held March 15th from 8 am to 4 PM with a lunch provided by the Jamestown fire departments ladies auxiliary. There is a $10.00 processing fee to be mailed in with your completed test and a $3.00 donation for lunch. Pre registration is required so we can determine the meal size. You can email WCO Joe Russell at fishcop@alltel.net and let him know or stop in West Bay Boat Sales (on rt. 322 just west of Jamestown) and sign up in person. There are only a few openings left for this class. Now is the time to take this course before the boating season starts. |

| 11 legal walley (1 throw back and one perch) caught this weekend from the submerged fish attractor just east of the OH/PA border accross fron Snodgrass boat launch. 4 of these by my partner, and 7 by another fellow who was just about 100 yds north of our location. We measured 14" of ice just about everywhere we went. Jigging sonars caught all 13 fish. Best times seem to be sunrise to about 8:30 and 5:30 PM to dusk although Sunday the action lasted till about 9:00AM. |

| New State Record Northern Pike: [as taken from page 5D of the Erie Times-News (02-04-03)] Bradford's Carl Stolz is mighty proud of the one that didn't get away. Stolz reeled in a state-record northern pike while fishing on the Allegheny Reservoir in McKean County. His 35-pound pike replaced the old state-record of 33 pounds, eight onces landed 23 years ago from the same reservoir. The new record fish measured 48 inches long with a girth of 12.5 inches. Stolz was fishing with a shiner on a treble hook. The fight took almost 20 minutes. Pennsylvania certifies state records based on total body weight. Record fish must exceed the previous mark by at least one ounce." |

WESTERN CRAWFORD COUNTY / WCO Joe Russell Pymatuning Lake: Conneaut Lake: Crystal Lake: I have received numerous reports from fishermen that the panfish they are catching are full of worms in the meat and are inedible. I have not seen any of these though so I have no idea yet what they are. If someone happens to run across this and can get the fish to me or to our hatchery at Linesville so we can find out about it, it would be greatly appreciated. All the reports I have received have been about Crystal Lake and Pymatuning Lake only. Thanks for your help in this so we can get the word out to the other fishermen as to what exactly is causing it. | In July Of 2002 I caught a 43 lb. Tiger Musky while fishing on Conneaugh Lake. Since Pa. only has a state record for Musky, I was wondering if there is any information on the largest Tiger Musky to-date. I have been told that I probably have the largest Tiger Musky caught in Pa and also the Tri-State area. Any information on the Tiger Muskies would be of great help. | WESTERN CRAWFORD COUNTY / WCO JOE RUSSELL Pymatuning Lake- almost all of the southern end of the lake is open water with only the bays having some ice on them but only about an inch, and that isn’t good ice. I have heard reports of guys being seen going out from manning on the north end however I wouldn’t recommend it do to the terrible ice conditions. There is just enough ice to not be able to launch a boat but not enough to stand on. Conneaut Lake- There is open water here to but if someone was so inclined I believe they could launch a boat here. Most of the lake is open still and the firemen’s beach ramp on the south end is still open but our access area at the north is iced in with skim ice. Warm temperatures, winds and snow have prevented the formation of any significant ice being made. Tamarack- I have had reports that there is 4 to 5 inches of ice here and guys are doing well through the ice but I haven’t seen it myself, but it might be |

Before we do however we have to take a moment and thank all the Sportsmen and Women, Boaters, and fishing enthusiasts who were able to make 2002 another successful and enjoyable year. Without you we would not have a job and it is for you that we work. Out of all the accidents that happened this year here for us none were major and we had NO fatalities. It is also very warm, probably mid 40’s. I will have more on fishing conditions next week I promise. The Western Crawford County officers would like to express our deepest sympathy and condolences to Deputy Waterways Conservation Officer John Malec who lost his father just before the Christmas season.
