You have to have a longer hook set. Since you are using a floating jig head, when you set the hook, you have to do it farther then normal to move the singer, and then set the hook in the mouth. If you don't, you are just moving the sinker, and the hook doesn't get logded in the mouth. Try using a long sweeping motion.
